Luis Santiesteban brings extensive federal law enforcement experience, Honor Guard leadership, and competitive ceremonial excellence to the National Honor Guard Society. He is a retired United States Border Patrol Agent who served with distinction throughout his career and developed deep experience in the discipline, professionalism, and public representation required of federal law enforcement personnel.

Luis served as Commander of the United States Border Patrol Honor Guard for the Tucson Sector, where he led ceremonial operations, training, and representation for one of the nation’s most visible federal law enforcement agencies. In that role, he helped uphold the standards, traditions, and responsibilities associated with honoring service members, fallen personnel, public servants, and national institutions.

His Honor Guard background also includes significant experience at the national competitive level. Luis is a multiple-time competitor and winner at the Police Week National Honor Guard Competition in Washington, D.C., one of the most recognized ceremonial competitions in the public safety community. His participation and success at that level reflect a commitment to precision, discipline, teamwork, and the highest standards of ceremonial performance.

Through his career in federal law enforcement and Honor Guard service, Luis brings the Society valuable insight into unit readiness, ceremonial instruction, team accountability, public-facing professionalism, and the unique responsibilities carried by law enforcement Honor Guards. His experience reflects both operational service and a deep respect for the traditions that define ceremonial honors.

As a member of the National Honor Guard Society Board of Directors, Luis supports the Society’s mission to preserve tradition, advance best practices, strengthen professional development, and promote consistent excellence across Honor Guard units nationwide. His perspective helps ensure that federal law enforcement and public safety Honor Guards are represented in the Society’s work to build a stronger, more connected national Honor Guard community.
